During this time, England was starting to become much like France during the French Revolution. Dickens chooses to write his novel set during the French Revolution because he wants to show the people of England how badly things turned out for France during its revolution. He wants to invoke change upon the people of England so that they don't become like the people of France who accomplished nothing by bloodshed and vengeance.
